I\u2019m even going to talk about banking \u2014 please bear with me as it has a point and is more exciting than it might sound. It&#8217;ll take no more than 10 minutes to read everything.<\/p>\n<ol>\n<li><a href=\"#1\" target=\"_self\">Can government stop losing its mind?<\/a>\u00a0[1m14s]<\/li>\n<li><a href=\"#2\" target=\"_self\">A Digital Commonwealth?<\/a>\u00a0[42s]<\/li>\n<li><a href=\"#3\" target=\"_self\">Open Banking, GDPR and Climate Change?<\/a>\u00a0[3m07s]<\/li>\n<li><a href=\"#4\" target=\"_self\">Constellation and you<\/a>\u00a0[2m24s]<\/li>\n<li><a href=\"#5\" target=\"_self\">Links you&#8217;ll want to click<\/a>\u00a0[1m06s + the rest of the day if you follow the links]<\/li>\n<\/ol>\n<div style=\"border-bottom: 2px dotted #000000;\"><\/div>\n<p><a id=\"1\" name=\"1\"><\/a><\/p>\n<p>&nbsp;<\/p>\n<h1 class=\"null\">\u00a01.\u00a0<a href=\"https:\/\/www.nesta.org.uk\/publications\/can-government-stop-losing-its-mind\">Can g<\/a><a href=\"https:\/\/www.nesta.org.uk\/publications\/can-government-stop-losing-its-mind\">overnment stop losing its mind?<\/a><\/h1>\n<p dir=\"ltr\">I finally launched my report\u00a0<a href=\"https:\/\/www.nesta.org.uk\/publications\/can-government-stop-losing-its-mind\" target=\"_blank\" rel=\"noopener\">Can government stop losing its mind?<\/a>\u00a0which asks how we might use all this\u00a0amazing tech we\u2019ve built to actually recall what we already know.<a href=\"https:\/\/www.nesta.org.uk\/publications\/can-government-stop-losing-its-mind\"><br \/>\n<\/a><\/p>\n<p><a href=\"https:\/\/www.nesta.org.uk\/publications\/can-government-stop-losing-its-mind\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1996\" src=\"https:\/\/dgen.net\/0\/wp-content\/uploads\/2018\/05\/Can-government-stop-losing-its-mind-cover.jpg\" alt=\"\" width=\"205\" height=\"280\" \/><\/a><\/p>\n<p dir=\"ltr\">It makes five recommendations and then goes into detail about what multidisciplinary teams are needed to deliver them.<\/p>\n<ol>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Design for open; build for search<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Build reciprocity into data supply chains<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Develop data ethics standards that can evolve at pace<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Create a Digital Audit Office<\/p>\n<\/li>\n<li dir=\"ltr\">\n<p dir=\"ltr\">Develop and value a culture of network thinking<\/p>\n<\/li>\n<\/ol>\n<p dir=\"ltr\">On launch day serendipity\u00a0played its (often) surreal role in the things I do \u2014 BBC Radio Five linked the Windrush scandal (which broke on the same day)\u00a0to my report, giving\u00a0<a href=\"http:\/\/www.nesta.org.uk\/blog\/fighting-memory-loss-government\">Geoff Mulgan<\/a>\u00a0a good spot to discuss it.<\/p>\n<p>It&#8217;s led to\u00a0good conversations\u00a0about how we might inject different kinds of thinking into how institutions work.\u00a0 During a recent lunch conversation about how\u00a0[<em>tech\u00a0buzzword<\/em>] might change the world, we all acknowledged that it\u2019d taken a fairly Herculean effort just to coordinate calendars to get us all to lunch: that interoperability was always much harder than we realise\u00a0and that, given we\u2019ve been trying to do this at-scale with the web for over 25 years, maybe we should be a bit more skeptical about anyone&#8217;s\u00a0ability\u00a0to use [AI, machine learning, blockchain, the web] to bring about world order.<\/p>\n<p>Maybe a more balanced perspective is to consider that &#8220;<a href=\"https:\/\/www.bloomberg.com\/view\/articles\/2018-04-30\/redistribution-in-the-robot-economy?platform=hootsuite\">Uber is a below-cost taxi service subsidized by tens of billions of dollars of venture-capital funding<\/a>&#8221; rather than the (somewhat ludicrous) hypothesis that \u201c<a href=\"https:\/\/www.washingtonpost.com\/news\/theworldpost\/wp\/2018\/05\/03\/end-of-capitalism\/?utm_term=.5ac3ce96aa6c\">AI will spell the end of capitalism<\/a>\u201d.<\/p>\n<div style=\"text-align: right;\"><a href=\"#top\">top<\/a><\/div>\n<div style=\"border-bottom: 2px dotted #000000;\"><\/div>\n<p><a id=\"2\" name=\"2\"><\/a><\/p>\n<p>&nbsp;<\/p>\n<h1 class=\"null\">2.\u00a0<a href=\"https:\/\/dgen.net\/0\/2018\/04\/16\/a-digital-commonwealth\/\">A Digital Commonwealth?<\/a><\/h1>\n<p>Second up is another intervention based on\u00a0serendipity. At the 2015 Commonwealth Heads of Government Meeting (affectionately known as \u2018<a href=\"https:\/\/en.wikipedia.org\/wiki\/Commonwealth_Heads_of_Government_Meeting\" target=\"_blank\" rel=\"noopener\">CHOGM<\/a>\u2019) I was a bit alarmed by the lack of discussion about any kind of digital agenda, so asked the question &#8211; it turned out, to\u00a0<a href=\"http:\/\/www.cweic.org\/\">CWIEC Chairman<\/a>, Lord Marland &#8211; \u201cWhat\u2019s your digital strategy?\u201d.<\/p>\n<p>As seems often to be the way, fast forward two years and the question came back to me: \u201cCould I write that up? Could I chair a roundtable at the 2018 CHOGM in London?\u201d. So\u00a0<a href=\"https:\/\/dgen.net\/0\/2018\/04\/16\/a-digital-commonwealth\/\">off we went<\/a>\u00a0&#8230;<a href=\"https:\/\/dgen.net\/0\/2018\/04\/16\/a-digital-commonwealth\/\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1997 size-full\" src=\"https:\/\/dgen.net\/0\/wp-content\/uploads\/2018\/05\/CHOGM-constellation-graphic-240x300.jpg\" alt=\"\" width=\"240\" height=\"300\" \/><\/a><\/p>\n<p dir=\"ltr\">&#8230; and as I discovered, on the day, a \u2018roundtable\u2019 at CHOGM can contain about 120 people &#8230; and\u00a0if you ask everyone to vote on things you can get to an actual consensus. What happens next? Not sure.\u00a0I\u2019ve suggested \u2018they\u2019 fund &lt;something&gt;. And, if we can then that might help with the next bit &#8230;<\/p>\n<div style=\"text-align: right;\"><a href=\"#top\">top<\/a><\/div>\n<div style=\"border-bottom: 2px dotted #000000;\"><\/div>\n<p><a id=\"3\" name=\"3\"><\/a><\/p>\n<h1 class=\"null\">3. Open Banking, GDPR, healthcare\u00a0and Climate Change<\/h1>\n<p dir=\"ltr\">In January this year\u00a0the\u00a0<a href=\"https:\/\/www.openbanking.org.uk\/standards\/\" target=\"_blank\" rel=\"noopener\">Open Banking Standard<\/a>, which I co-chaired\u00a0<a href=\"https:\/\/www.scribd.com\/doc\/298568600\/Introducing-the-Open-Banking-Standard\" target=\"_blank\" rel=\"noopener\">development<\/a>\u00a0of, became\u00a0<a href=\"http:\/\/www.bbc.co.uk\/news\/business-42655716\" target=\"_blank\" rel=\"noopener\">regulated<\/a>\u00a0in the UK (I also\u00a0named it \u2014 but ask me about *that* story over a beer).<\/p>\n<p>And the reason you and everyone in the EU is being spammed with \u2018Privacy Policy updates&#8217; is that the sexily-titled\u00a0<a href=\"https:\/\/www.eugdpr.org\/\" target=\"_blank\" rel=\"noopener\">GDPR<\/a>\u00a0comes into effect this month.<\/p>\n<p>These are significant (ie. generation-impacting) changes\u00a0and if you are interested in data, or business, or the web, or money, or people, they are\u00a0worth learning\u00a0about.<\/p>\n<p dir=\"ltr\">The framing of the Open Banking Standard and Brexit is also interesting here. The Commonwealth was (amongst other things) designed to help remove friction in trade, create common law\u00a0and common language. \u00a0If we want to do that in a digital age, what&#8217;s been done in Open Banking would be a really good starting point.<\/p>\n<p>Of course we\u2019ve been pushing this idea already (without the Commonwealth banner).\u00a0Constellator\u00a0<a href=\"https:\/\/dgen.net\/0\/overview\/open-banking\/\" target=\"_blank\" rel=\"noopener\">Cynthia<\/a>\u00a0has done an absolutely amazing job of engaging the Canadian government and we\u2019ve just published an (internal) report for them on how the Open\u00a0Banking Standard emerged in the UK \u2014 so they can work out how to copy it.<\/p>\n<p dir=\"ltr\"><a href=\"https:\/\/dgen.net\/0\/knowledge-base-publications\/\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1999 size-medium\" src=\"https:\/\/dgen.net\/0\/wp-content\/uploads\/2018\/05\/Dgen-FinanceCanada-DevelopmentOfUKOpenBanking-cover-768x995-232x300.jpg\" alt=\"\" width=\"232\" height=\"300\" srcset=\"https:\/\/dgen.net\/0\/wp-content\/uploads\/2018\/05\/Dgen-FinanceCanada-DevelopmentOfUKOpenBanking-cover-768x995-232x300.jpg 232w, https:\/\/dgen.net\/0\/wp-content\/uploads\/2018\/05\/Dgen-FinanceCanada-DevelopmentOfUKOpenBanking-cover-768x995.jpg 768w\" sizes=\"auto, (max-width: 232px) 100vw, 232px\" \/><\/a><\/p>\n<p dir=\"ltr\">I\u2019ve also been over in New Zealand where\u00a0<a href=\"https:\/\/www.paymentsnz.co.nz\/\" target=\"_blank\" rel=\"noopener\">Payments NZ<\/a>\u00a0have been doing amazing work to create an industry-led initiative: copying \u201cabout 80% of the UK standard\u201d and focussing on service innovation.<\/p>\n<p>This word &#8216;copy&#8217; is quite important here: it is\u00a0possible because we made the UK standard open.\u00a0<a href=\"https:\/\/openbanking.atlassian.net\/wiki\/spaces\/DZ\/pages\/19103924\/Open+Licence\" target=\"_blank\" rel=\"noopener\">Even the code being developed is being made open<\/a>.<\/p>\n<p>As a result, we may be seeing\u00a0the idea of a global open banking standard emerge and catch hold:\u00a0the competitive angle is not in the code: it&#8217;s in the delivery of services underpinned by robust policies.<\/p>\n<p dir=\"ltr\">And why is this exciting?<\/p>\n<blockquote>\n<p dir=\"ltr\"><strong>It\u2019s not about tech,\u00a0it\u2019s about culture.<\/strong><\/p>\n<\/blockquote>\n<p dir=\"ltr\">If the banks and government can get their acts together and create policy and processes that deal with your personal and business data better,\u00a0that\u2019s good for everyone. If it&#8217;s all open and everyone else can see what&#8217;s going on, copy it and build on it, that&#8217;s unlocking potential for global transformation.<\/p>\n<p dir=\"ltr\">But, that\u2019s not where this story ends, it\u2019s where it begins.<\/p>\n<p dir=\"ltr\">A House of Lords select committee has called on NHS England \u201cto\u00a0<a href=\"https:\/\/www.digitalhealth.net\/2018\/04\/house-of-lords-ai-nhs\/\">urgently develop<\/a>\u00a0a consistent and rigorous approach to data sharing agreements, so as to put the NHS in a position to tap the value of AI initiatives in healthcare\u201d.<\/p>\n<p>This echoes what I&#8217;ve long been saying: that it&#8217;s pointless jumping on the AI\/ML\/BC\/etc bandwagons until we&#8217;ve sorted out our data infrastructure. Open APIs, open metadata, open data\u00a0and a clear understanding of data licensing will mean we can access, use and share with confidence. The alternative will be garbage-in; garbage out.<\/p>\n<p>Constellator\u00a0<a href=\"https:\/\/www.colliderhealth.com\/team\/\" target=\"_blank\" rel=\"noopener\">Tina<\/a>\u00a0has been doing a great job of trying connect the disparate groups already working on this in Digital Health &amp; Social Care, including hosting a\u00a0<a href=\"https:\/\/www.colliderhealth.com\/future-health-collective\/\">workshop and writing a report<\/a>\u00a0on its outputs.<\/p>\n<p>And this sets us off on a very interesting journey indeed&#8230;<\/p>\n<p dir=\"ltr\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1998 size-medium\" src=\"https:\/\/dgen.net\/0\/wp-content\/uploads\/2018\/05\/climatekic-300x92.png\" alt=\"\" width=\"300\" height=\"92\" srcset=\"https:\/\/dgen.net\/0\/wp-content\/uploads\/2018\/05\/climatekic-300x92.png 300w, https:\/\/dgen.net\/0\/wp-content\/uploads\/2018\/05\/climatekic.png 400w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p dir=\"ltr\">New news is that we\u2019re trialling our Constellation approach in Environmental Risk and Insurance. The outputs of this are not yet public, but we have been working with\u00a0<a href=\"http:\/\/www.climate-kic.org\/\" target=\"_blank\" rel=\"noopener\">Climate KIC<\/a>\u00a0to convene experts from the environmental risk insurance to ask questions like:<\/p>\n<ul dir=\"ltr\">\n<li>Beyond disclosure, what do companies, cities and other owners of climate risk need to act on their risk?<\/li>\n<li>Could we design an insurance policy that gets cheaper when policyholders have taken steps to reduce their climate risk?<\/li>\n<li>What is needed to pre-finance or speed up payout against anticipated and forecasted disaster losses?<\/li>\n<li>Could preparing for insurance claim surges speed up recovery?<\/li>\n<li>What could public stakeholders design with access to the best granular information about disaster and climate risks?<\/li>\n<li>Are there new applications of technology that may help increase efficiencies in the sector?<\/li>\n<\/ul>\n<div>\n<p>To that end we&#8217;re exploring the creation of an Open Environmental Risk Standard.<\/p>\n<\/div>\n<div style=\"text-align: right;\"><a href=\"#top\">top<\/a><\/div>\n<div style=\"border-bottom: 2px dotted #000000;\"><\/div>\n<p><a id=\"4\" name=\"4\"><\/a><\/p>\n<h1 class=\"null\">4. Constellation and you<\/h1>\n<p dir=\"ltr\">So the stars, many as they are, seem to be working out some of their physics: I think we\u2019ve worked out the one-liner (at the top) about what Constellations do. We&#8217;re building a tiny\u00a0<a href=\"http:\/\/d.cl8.io\/\" target=\"_blank\" rel=\"noopener\">MVP<\/a>\u00a0of a\u00a0tool to connect us all (you&#8217;ll get an invite when it&#8217;s ready, it&#8217;s not a yet another chat tool). We\u2019ve got a few emergent prototypes.<\/p>\n<p>We\u2019ve also worked out a way to\u00a0<a href=\"https:\/\/dgen.net\/0\/overview\/constellation-team\/\" target=\"_blank\" rel=\"noopener\">describe our teams<\/a>:<\/p>\n<blockquote><p>Dgen Constellations are a \u2018many-parts-loosely-joined\u2019 network comprising dozens of specialists and experts with deep commercial, startup, government and NGO experience who have worked at international, national and local levels.<br \/>\n\u2014<br \/>\nWe bring together dedicated experts to deliver specific outcomes against a fixed deadline and budget.<br \/>\n\u2014<br \/>\nUnlike a consultancy, we\u2019re not here just to &#8216;point\u2019. Then everyone delivers. If it doesn\u2019t work, you start again and do it better. If it does work, you start again and do it better. \u2018Everyone\u2019 in this context can include freelancers, small and big companies, financiers, cities and governments.&#8221;<\/p><\/blockquote>\n<p dir=\"ltr\">And what next? Well, thanks to super-connector Constellator\u00a0<a href=\"https:\/\/www.linkedin.com\/in\/natabara\">Natabara<\/a>, we\u00a0went to New York to meet\u00a0their Head of Partnerships.
